First, get a good cold air intake. Then get a header, like this:

Bisimoto F22ax header group buy in special! - CB7Tuner Forums

Then get a really good exhaust system. If that's not fast enough for you, buy a camshaft and put it on. Obviously change your timing belt, water pump, tensioners, and seals while you're in there.

All of that, depending on whether you get good stuff or cheap stuff, will make you 30-60 HP and cost you $500 if you go cheap and maybe $1200+ if you buy expensive stuff.

I don't want to assume you are a complete stranger to cars, but if you are, let me know and I'll explain in more detail.

Oh wait, I didn't get past 91 Accord somehow- H22 eh? Yeah you've got ~188hp to begin with, I'm sure with intake and exhaust you're up around 200 easily, maybe more like 210. To be honest, the thing that helps the H22 the most is cams (from what I've heard). It's not an easy job, or cheap, but that is the next "big step." You could also look into ECU chipping tuning, that is an area I am myself unfamiliar with, but there are a ton of people on this site who have done it. You could ask in the prelude forum and you might get a faster and more knowledgeable answer just because that's where the people that have done it are.

You're off to a pretty good start, I'd say you should have a noticeable performance increase over stock. I'll give you a list of the order most people seem to go in, for what it's worth:

Cold Air Intake
Exhaust System
Header
Hot ignition system
Hi flow cat/cat elimination
ECU tuning/chipping
Cams (sometimes requires valvetrain upgrade)
Larger throttle body
Ported/polished head
Underdrive crank pulley

As a side note, I'll say saving the reflash for last is a good idea, just because then you can tune your car for the mods you have and optimize the settings based on your unique combination of mods. If you did everything on that list, I promise you'd feel a night and day difference. You'd also be broke ass.

How do you figure 188 horses? Bone stock H22s dyno around 150ish-160ish horses. I've seen ones with quality, name-brand bolt-ons dyno around 170ish horses, so I really doubt he's making 200 wheel horses with E-Bay parts...

Oh, dyno- okay well I was just going off of this:

Honda H engine - Wikipedia, the free encyclopedia

Says 187HP, it had been awhile, I knew it was just a hair under 190. Anyway, I didn't realize we threw around dyno figures here rather than "rated HP." I wasn't trying to engage in misinformation, just going on what I have read. Also, I'm not too terribly familiar with the H22, hence why I suggested the Prelude forum/someone else answering. I did the complete timing belt job and manual tensioner conversion on an H22, but that is literally the extent of my personal experience with them.

Btw brutal- do we have a list anywhere of stock WHP outputs for Hondas? I'm kind of curious what the average loss is.

Ah, okay. Well if you were talking crank horsepower numbers then your figures may have been reasonable. A lot of the noobies on here aren't even aware of the difference between power at the crank and power to the ground though, so I just wanted to clarify.

And as for the numbers, I really don't know if we have that info anywhere...

good guess is 17~18% loss for FWD cars and ~20% for RWD

Another good rule of thumb is about a 20% loss for manual transmissions, about 25% for slush-boxes...
