Yes for natural aspiration a DOHC motor would be better.
And yes the F22 is great for boost. If it were me, boost the F22 or swap to H22. And on second thought if your wanting to bore out your F22 block, well you'd want to sleeve it if anything, for boost.

...Unless you have like 8,000 AT THE BARE MINIMUM to make that kinda power...but at least that's doable with the H.

If you want 300 hp, and money is an issue because like you said the only reason your doing this is because of the discounts you'll be getting, then turbo is the most efficient, lesser maintenanced, and cheaper route to take. End of story there.
If you want a challenge, see how much power you can get reliably... like a scientist.
