Chop it off, get some new bolts and bolt up the new one, done.

You're still having problems with your car, and now you're messing with the exhaust system, a modification that will probably need your engine to be tuned.
Srsly, fix, then play.

Its been proven removing your catalytic converter will only net you about 2-3 more whp on the dyno.

What? No this is our boy, the one that couldn't figure out what to do with his oil cap once he got his VC off.

If it were my car, I would take it to a shop like they are saying. Have the shop chop it off, where they can also weld new flanges on there. Then you can bolt it back in there. By not welding the cat itself in there, it will allow you the opportunity to change it out in the future.

How are the flanges already gone if the bolts are still connected? Am I missing something here?

Do you have a breaker bar? If not, go buy one. Or, if you're cheap, you can just put a long piece of pipe over your ratchet. Try soaking the bolts down again with WD-40 or PB-Blaster or whatever you're using, and then crank on them with the breaker bar. You might be surprised what happens...
