NEED HELP First time Honda

i have a 94 civic hatch back i do believe the motor has been swapped and i think its a d16 not to sure though and the vtech is not hooked up it was on a switch does vtech have to be at a specific rpm to kick on or is it on all the time

	haha? you are deff new to the honda world arent you, yea vtec will kick it at a certain rpm
