D16a6 rebuild... end result no power

Hi I recently rebuilt d16a6 I put in a new crank new rods and new domed over pistons in it. The trouble i am having is the car seems to not have much power when taking off and it struggles at about 3500 to 4000 rpm and completely looses power at about 5500 rpm. I have been told that the wiring harness might not be grounded somewhere and that it could be back feeding to stay running or that possibly the timing belt is off by one tooth. Im not sure if anyone can help me id greatly appreciate it thanks...
