Default Hotting up a D16Y4 engine?

I have recently purchased a very low milage 1999 Civic GLi manaual hatch, that has a D16Y4 sohc electronic port fuel injection 9.4:1 and puts out 88kw or 118bhp.

Can this model have the ECU upgraded or tinkered with?
Other than improving the free flow of the induction and the exhaust (with headers, etc)
Are cam kits worth the work, or better off buying a VTEC model to start with (?)

Any suggestions appreciated
