Default 95 Ex Idle problem

My 95ex has been idling between 1k-1.5k and reving on its own, somtimes higher or lower rpms but always in the same range jumping 500 rpms or so. I've replaced the idle air control valve based on my brothers advice but it hasn't fixed the problem in any way. Just wondering if anyone here has come across this problem or knows what might be acting up on the car.

Check/Bleed the coolant system. an air bubble will cause odd revs.
Check the TPS set screw on the back of the throttle body, it might just need to be turned down.
Check the throttle cable, that its not twisted and tb can fully close.
