anybody know any programs out there I can use to convert preferably mp3 to ringtone?

Ease audio converter .. i downloaded the demo and it works for me.. i use it to convert the file to a .wav

for the best audio converter, nothing can touch audacity, best yet its free. the only thing you need to download is lame.dll which is the mp3 codec which is free also.

I used FlexiMusic Audio Editor to splice and dice out my waves for ringtones, its done an easy job.

I use windows movie player, you can break the song into any section you like, but your going to need a data cable or bluetooth transfer devise to get it to your phone
