Default ECU decision

Alright I drive a 89' CRX si, and im going to be converting to OBD1 soon and i was told o have to get the dizzy conversion or something the wiring harness and the p28 ecu, but I heard the the Phearable ECU's were better becauase they come chipped and tuned and with a wring harness, But what i wanna know is if it will work with my obd1 conversion?
