Default JDM ECU's

People are telling me that the reason my ignition timing keeps skipping is because the US spec P28 for 95 civics are calibrated deferently compared to JDM P28's, therefore it's probably the reason why my car isn't runing right. Has anyone had this problem? I've heard from many people that don't have JDM motors saying it's not true but who actually has a JDM motor but using a US spec P28? Please let me know!
