Default OBD compatibility (VSS's)

Simple question, can an OBD II VSS work with an OBD I ecu/cluster?

I'm trying to wire it up but I'm getting weird voltages, where I'd expect 5v I'm getting under 3. This is one of my last hopes. Hah.
