Default POB, P13 and P72(s300) ecu issues

Hey people im trying to figure out y my car wont start. I have no spark, I ordered a p72 with the hondata s300 already installed so I could try to get a readout and see whats going on, plus its a nice upgrade.
So heres my problem. With the new ecu I cant connect to my laptop to see any of the values. I have 12v at both power wires and have 0.0ohm on all four ground wires. The car wont start with any of the 3 comps none of them will power up. I highly doubt all 3 comps are bad since 2 came from running cars(I removed them) and the last was tested before I ordered it. Is there something other than the two power wires and 4 grounds that are needed to power up the ecu?
