Default tdc code

ok here is the problem. i have a 95 civic dx with a d16z6 swapped into it. my problem is im gettin a TDC code and dont know what it is?? the haynes tells me to check it with a multi meter for resistance(550-700ohms) but my multi meter wont give me the resistance when i set it to 200 or 2000?? i have to set it to 20k and it reads 9.8 or something like that. now the question is how the hell do i fix this problem and why wont my meter work in those positions???
