Default D16Z6 rebuild ?

My cousin gave me a D16Z6 that he had stripped down and hot tanked. He had the machine shop enlarge and clean the oil gallies on the crank but now they are plugged with set screws is this right? Isn't the oil suppose to go through these holes? Im not really sure and dont want to put it together if I'm going to have to take it back apart. Anyone have any ideas or have had this done?

Weird, well if there was something already there I'd say leave them in.

The screws in the counter balances are to be left in. Machine shops pull those out and clean in there to be sure that there aren't any shavings/dirt in there.
