intercooler piping bung?

my intercooler charge piping has about a 1/4 inch wide bung on it which looks like what would be on a cold air intake. this is my first build but im sure thats not supposed to stay open. can i put a rubber plug and ...

Is it just a nipple? Similar to the vacuum ports found on your intake manifold? If so, just cap it. If its for a bov, a block off plate would be ideal, but a rubber plug might work.

Thanks i just cut up an old cold air intake andvswaped out the section of pipe
