How can you tell if the ecu has gone into safe mode

Then I have a question, my friends stops at 6grand like the rev limiter is at 6grand, only sometimes though, and his vtec doesn't engage. Could this be his ecu on safe mode, he's got a b18c5 and and the p73 with the emobilizer taken out. If it is how do you get it out of safe mode?
