if an 1.8L engine is bored over .60, does it mean that the literage is now 2.4?

nope....

stock bore on a 1.8 B series is 81mm now if you go to 84mm it will roughly be a 2.0

not true.

"60 over" is american talk. it sands for .060 of a inch. you need to convert that to milimeters liek the rest of us use here in honda world

0.060 inch [in] equivalent to: 1.52400 millimetre [mm]

so, you are 81.00 stock

you are now 82.5mm... a size i have NEVER heard of being used on hondas. usually, its
81
81.5
83
84
84.5
85
86
