I have concerns regarding how the structure is going to remain stable with all that movement going on. Just looking at it makes my mind shout "collapse."
 
SO they generate electricity fom the wind moving the pieces around? Seems like it would take hurricane force winds to turn them if that is the case. Just imagine trying to sleep as your spinning around, that and what happens when the bearings or whatever is in between the layers wear out how the hell do you go about replacing those?
 
Even better than that, it's aerodynamically impossible for the wind to turn anything. Imagine the noise those bearings make.
 
Yep, rotating skyscrapers = teh failz. Just imagine how big they are, and the fact that the one on the bottom has to support the weight of all the other ones on top of it, Ill believe it when I see it, until then I call BS.
 
Cool idea, but who is actually going to want to live or work in these things if they're constantly rotating? And how is one supposed to exit the building? Stationary bottom floor I guess? Still, where do the elevators go? How does one get on the elevator?

The Media is funny when they report things. It's a concept. A sketching. The news always reports it (Like they do concept cars) as "This is coming!"

We've been doing it since the World's Fairs.
 
Elevator / stairs would most like be around a center shaft which would be the axis of rotation for each floor.

Extremely difficult and dangerous project, but very cool concept. I'd like to see it get made. It would be yet another engineering spectacle for Dubai.
 
The apartment buildings will have up to 80 floors and will also generate enough electricity to be completely self-sufficient.

Plans have been revealed for the world's first skyscrapers that will constantly change shape due to dozens of rotating floors.
The Italian-based architect David Fisher wants to build the dynamic towers in Moscow and Dubai by the end of 2010.
A 70-storey building has received planning approval for Moscow, and an 80-storey building in Dubai is awaiting approval.
The skyscrapers will be powered by the sun and wind and continuously change shape as each floor rotates around a central axis.
Occupants of an entire floor will be able to control the rotation by voice command, with speeds varying from an hour to three hours for each full rotation.
The buildings will also be fitted with car lifts so that residents can park right outside their homes.
Russian real estate developer Mirax Group is behind the Moscow tower, while the planned Dubai building is backed by Fisher's Rotating Tower Technology Company.

From what it looks like "I think" there are fan like blades coming from the sides. Even so, that is a lot of mass to move. They are talking 1 revolution per week.
