throttle stuffs

i have a 94 sol si and on the intake there is a hose coming from the bottom of the throttle and going to the back side of the valve cover, there is an annoying piece of plastic in the middle of the hose, and i want to get rid of it, can i just run a hose from the throttle to the valve cover, or does that plastic have another purpose?
