A couple of things...

1. Your grammar sucks. I got a headache trying to read that garbled mess. Ask legible questions and you will get more responses.
2. Before you rip into the motor, you need to diagnose what is wrong with the car. A simple compression and leak down test will go a long way towards this. You don't want to rip the motor apart, spend a thou rebuilding it, put it back together, and have it still smoke because of bad valve seals? Are you loosing oil? Coolant? Is coolant mixing with the oil?
3. Give us these answers and we can point you in the right direction.

btw how long does it takes to do these test? does $100 sounds reasonalble for a shop to pin point wats causing the blue smoke by doing a leak down/ compression test and scope thingy watever he said. but let me kno

If you have a Harbor Freight tools near by you can pick up everything you need for around $50 (random guess). It's easy to do, and you won't get suckered into a shop ripping you off.
