I think this is a stupid idea, but people will spend their money on something else dumb if they didn't have this.

That being said,

And yes, they can be arrested for hanging out. RICO gets twisted just as bad as any of our other laws.

I would normaly agree with you but LA gangs have pushed against the police and other authorities for so long that I dont feel sorry for them. And its not just LA any more, I live in semi small town. But the gangs here are more dangerous then in LA because they are trying to prove that they are a real big bad ass gang. it getting ridiculous

The 1st Amendment assembly is in regards to protesting the government. Slingin' rock, pimpin' ho's and sitting around drinking 40's isn't exactly the right of the people peaceably to assemble, especially when most arguments are ended by peelin' back 9's

Gangs are bad everywhere now. My friend got jumped by a "motorcycle gang" a town over because of a problem he had with one of them about 10 years ago.
 
I had some guy who was supposedly in a motorcycle gang threaten me with a gun 9 years ago cause he passed on the shoulder and I didn't see him as I passed someone on the left lane and merged back almost into him.

I wish I had a firearm back then, cause I would have just laughed at him when he said "i'll pull out my gun and shoot you right now".
