Help figuring out how to put on timing pulley!

I am stuck on a part of my build I am trying to put on the timing pulley and it does not make sense to me. I posted this question in my build thread, but there might be a better chance of getting it answered here. Here is a pic of what it is supposed to look like according to the helms manual...

And here is what mine looks like...

Notice the flared end on my pic. The line for tdc is on the side shown, but when I looked up the parts on majestics website they show this type of setup as well as the one seen in the helms.

If you look at the pic above you can see that the pulley is facing the opposite way than mine is, but that would cause the tdc line to face the wrong way. Also I only have one of the washers, not two like shown in the helms. Any help would be greatly appreciated.
 
okay you timing looks fine. i dont really look at manuals for hondas often when doing timing but thats me. i do have other pics from an all data web site. you can verify what i already think. (your timing marks line up) but to be sure, what engine are you working on and i'll post the diagram here for you
 
Thanx for getting back to me. I am working on a b16a (jdm). I know the marks line up, but I am curious about the washer does it go on the outside (towards the pulley) or does it go behind the flared end (towards the block).
 
point it toward the block. its a guide plate for the timing belt. it will rub on the belt if you get this wrong. i didnt understand you question the first time. my bad

I have one more problem if you dont mind. I have asked these questions in my build thread, but no one is responding. I installed my cams and the exhaust cam is pointed at tdc like it should be, but the intake is pointed at the 11 o'clock position. I can turn it to the 12 o'clock, but when I let go it falls back to 11. It looks like the #3 cylinder rocker arms are what is preventing the cam from sitting at tdc. When I install the belt can I just hold the int cam at 12 o'clock? When I adjust the valve clearance will it fix the problem? Or should I take out the cam and try again? This pic is taken at a slight angle so the exh. looks a little off, but you can see where the int is sitting.

Your washer placement is correct in the second picture. The washer needs to be on the pulley side of the belt with the smooth curved edge against the belt.
 
you could use cam gear holders from mac tools. these work great if you dont have an extra hand to help you hold the cam in place. if not, just make sure the timing marks line up when you get the belt on after you just turn the cam like someone else said

I talked to a guy at the auto parts store today when I was picking up my timing belt. He said I should take the caps back off and loosen the rocker arm on the #3 cylinder. Then reset the cam to tdc. Put everything back on then tighten the rocker arm back down. This should allow me to get it right.
 
yeah you can also do it that way. just loosen them up so the cam doesnt move any valves and put it where it needs to be. after the belt is on and tight (BUT NOT BEFORE YOU SPIN THE MOTOR OVER TO VERIFY) torque the caps back down. then spin the motor by hand to make sure everything still lines up perfect.
 
I have put on the timing belt and now there seems to be a problem. The belt keeps sliding off the cams slowly. I am pretty sure it is do to the gear from before. The belt seems to sit to far out. It also looks like it gets really close to the flare on the back of the gear. Here is a pic.

Never mind I figured out what the problem was. Thanx anyway.
