I'm having issued with my top spring on my rear brakes while installing new shoes any one have t

you have to remove that spring in order to flip up the caliper to replace the pads, just unbolt the ebrake cable and use some pylers to remove the spring. good luck
 
My issue now is putting it back on i got all the parts on but the top spring is hard to pull over
 
You should be able to remove the caliper without disconnecting the E brake cable, if we are talking about rear disc brakes.
 
put the top spring on first then assemble the pads, put the lower spring on last much easier in my opinion that's how i did mine

Yep. There is also a drum brake spring tool you can get to install and remove the springs. Should be able to find one at like Auto Zone ect. Pliers or vice grips will also work, that is how I did them before I got the tool.
