I have an 89 prelude i had to get the engine rebuilt because the person who rebuilt it before didn't replace the head bolts so it blew again.

anyway

The car won't start so i replaced the main relay before i replaced the fuel pump and the fuel pump relay...

I noticed when i was checking fuses my 10 amp fuse was blown so i replaced it went to start it again and right when i turned the key to "on" it blew the fuse again. (car still won't start)

Any ideas as to why that's happening?

Also before it stopped working my lights would get brighter between 2 and 3000 rpm. like dim to brights brighter.. (didn't start happening till i heard a loud pop behind the steering wheel in the box)

which 10 amp fuse is blown? You have a short circuit somewhere causing that fuse to pop.

I don't know the exact thing to call it but i know its the 2nd 10 amp fuse in the line looking at it from the front. so if its

X X X (for the fuse line) then the middle X is 10 amp fuse that is blowing...

Yeah youve got a short in the wiring read your fuse panel and you can find out which fuse then look up a diagram and trace the wires till you find it. And unless youve got a swap in that prelude your in the wrong section and
most likely about to get flamed

Check for exposed wires arching. o2 sensor wires melted to the header. things like that.
bad grounds too.
