What performance options are there i can do for fairly cheap? Ive already done full exhaust header-> muffler and a short ram cold air intake. What other options do i have? i was looking at chipping ecu but have no idea on how to go about that. Any advice on performance upgrades would be appreciated.
 
You're kind of at the end spectrum of what can be done for "cheap". You could look in to a throttle body or intake manifold, or maybe cams. And tuning of course. The next step would be an engine build or turbo. You can also put an H22 head on it...
 
95 Prelude

I just bought a 95 prelude SE and its got a H23A1 block in it but a vtec head on it correct me if im wrong but the A1 motor was non vtec wasnt it and if so i have a blown head gasket and am wondering if this could be the problem and what I should be looking for in order to fix this problem

Brutal is quite right your about maxed out on simple bolt ons its time to find out if you want to go all motor, boost or a higher hp motor which your only option in the lude is a h22 which stock imo is pointless or if you want to go nutty with it research a k-swap but if i were you id stick with the h. And no preludebuilder they never made an h23 with vtec and its possible and pointless to hybrid those but your answer to the question is most likely no. Head gaskets normally fail due to overheating which is usually caused by coolant (or lack there of)

You Sir are very wrong about the H23 vtec...
H23A DOHC VTEC
In 1998, Honda of Japan produced a rare DOHC VTEC version of the H23A engine for use in Japan only. It has been factory modified with an internal oil passage in the H23A block to operate the VTEC solenoid in the H22A head. Having the same horsepower rating as the H22A engine but it has a lower redline because it has a longer stroke than H22A. H23A DOHC VTEC has 87mm x 95mm (bore and stroke)and the H22A DOHC VTEC has 87mm x 90.7mm (bore and stroke). The H23A DOHC VTEC Engine is largest displacement in the H Series engines with a compression ratio of 10.6:1.
Found in the Japanese 1998-2002 Accord Wagon SiR (CH9). It produces 200 PS (147 kW; 197 hp) & 163 lb·ft (221 N·m) and comes with a "blue top".
