Air Boost Valve/starting Air Valve

I have a JDM F22B engine and it doesn't have an air boost valve like the H23A1 or H22A1 engines.
1. Is it supposed to have one?
2. If no, then would there be any advantage to putting one in?

What I meant to ask is if air boost valve is on some f22a and not on other ones, is it really needed? On the part breakdown of the thottle body there is a cap you can install in it's place.
