$1000 isn't going to get you everything you need for a b16, it probably won't get you a motor and tranny. I vote for z6 with home made turbo kit. But that all depends on your realistic expectations and intentions for the car. You figure an average of $1500-2000 for 140ish whp (B16 motor, tranny, ecu, axles, mounts, linkage yada yada) or $1000-$1200 for an easy 200whp with the boosted z6. Motor, $200-$300 and the other 900-1000 for turbo stuff and a tune. Just my opinion.

A Z6 with an Si transmission will run you around $1k if you convert to OBDI.

And I've said this before, but if your blessed enough to be able to buy Blanco's actual setup, you win. It's a beautiful build, top notch everything.

I'm actually going through my bank accounts for this one.

If you want to spend $1000 on a z6 and si tranny converted to obd1, I'll sell it to you. I see z6's all the time for 300-400, si trannies for $100. Unless you plan on paying $400 for a p28 you can do it for well under $1000.

So lets just compare motor to motor for now. $500 for a z6/si tranny, $1200-1500 for a obd0 b16a. If you kept both of them obd0 your stiil a whole lot more expensive with b-series. If you decide to go obd1, it'll cost close to the same to convert them both (maybe a bit more for the b16). I've done d and b series motors in my crx and I can tell you I have as much in my mounts, axles, shift linkage and whatnot as I gave for my y8 or z6. I know there's more than a p28 involved in going obd1. I've never seen anyone spend a grand on a stock sohc vtec swap.
