It's not "V-Tech," it's "VTEC." V-Tech makes phones, hence the 900 mhz comment. He was messing with you.
Anyways, if you're wanting a motor to put into a Civic, then I'd consider a B-series before an H-series. H-series into a Civic isn't a bolt in job. It's really tight in the engine bay, plus you have to cut into the Civic's transmission tunnel to get the shifter up through.
A B-series would be a much easier swap. You can do a hybrid build on those too; if you're looking for something torquey I'd suggest a B20 bottom end with a B16 or B18C head.
