b16 throttle body is wrong 1?

this throttle body is on my b16a.
Well the choke kit looks funky and the slide for the choke will go into the throttle cable slot but then i cant gas the car because the choke stops it.
What is wrong with it?
what is the wrong peice.
Is this even the right throttle for my engine?

Well my car has a rough start like really rough, and this is the choke right?
So dont i need it to not have a rough start?
Or is that somthing else?
