I bought a 95 civic w b18b, motor is in good shape, doesnt use oil or anything. My goal is for it to pass smog, since im new to cali. Right now the o2 sensor isnt even hooked up, but its there. Its running a chipped ecu right now, which is why im assuming it can run with no o2 sensor. What do i need to do? Get a usdm ecu, and convert to from 0bd2 to obd1? I should mention my LS is a 97. Im not gonna be able to ride around with WI plates forever, someone please give me some advice.
 
well the law in cali is that you can run an engine from a newer model of the same car. unfortunately that means no b18s....thats an integra engine, and it will get you canned right off the bat.

the only way to get a SMOG/CARB exempt b18 is to run it on propane, and then switch back to gas after you pass on propane.

once you have the BAR sticker on a CARB exempt car, youre good for life. no more referee. but you gotta pay some cash. its shady, but true (the BAR sticker doesnt note that you are technically an alt fuel vehicle).

Note: BAR, CARB, and SMOG are 3 different tests that are often used interchangeably.
 
welcome to cali man. its quite simple. heres a list of what to do.
a) make your car super duper stock again.
b) go to chp (cali highway patrol) with a bill of sale saying you legally purchased the motor so they can run the vin and sign paperwork saying that you legally own it
c) call up BAR (bureau of automotive repair) and get a check date.
d) make sure your car is perfectly stock. no check engine light. has an obd2 cat-converter. wiring is all nice and wrapped safetely
e) go to the bar place on a test date (the tests are done at junior colleges). they'll make sure you own the motor.. they'll make sure your wiring is safe and nothing is throwing a cel.. then they'll smog your car. if you pass smog then you get a BAR sticker which is like a " do whatever i want and get away with it" sticker.

yeah. that too! BAR isnt hard. as long as your stock and know how to do a swap without half-assing anything. oh. it also costs like.. $42 for the bar test too.
