When I turn off my wipers they will stop wherever I turn them off at. Is this normal? When I use the washer fluid the wipers dont come on automatically. Is this normal?
 
wiper not returning to original is not normal... and i have never had this problem so i don't have a ton of advice... but the washer i think is normal. i am pretty sure honda keeps this as user preference (meaning you can turn your own damned wipers on or not) which is one of the reasons i love older hondas. for example, 88 crx's will start without pushing the clutch in. do some google and forum searching for your problem. sometimes i find google's search turns up better results for hondaswap forum topics, and usually i find an answer to my question without even posting. :)
 
i am thinking more now... wipers are simple and any sensor that would tell the motor to continue its rotation would be inside the motor housing itself. junk yard a wiper motor, exchange it, and see if that helps. searching the topic and looking for a motor would be my choice of action. :) help?

I think everything you're saying is normal. Wiper functions vary between different car brands and different models within the same brand. My Integra does the same thing as yours. You can turn the wipers off mid-stroke and they stay wherever they are, plus they don't automatically wipe when you hit the washer fluid.
