Instead of using the p28 ecu for a minime swap d16z6 head onto my d15b7 block. can i use an 92-95 civic vtec comp(p07) ecu?
 
I think you're confused. The P28 is the ECU for a 92-95 VTEC-equipped Civic. The P07 is for the VX; you don't want that computer, it won't run your motor correctly...
 
I am aware the ecu is for the vx but the vx is also vtec. i was just wondering if i could use it for the d16z6 head but i guess i cant. Thank you

Yeah, the VX's VTEC mechanism works differently than the EX's. The VX ECU won't run a Mini-Me engine in stock form...
