I am installing a USDM 97 h22a4 OBD2 into an 1988 Prelude. I am trying to determine what ECU to use, OBD2 or OBD1. I currently have a Place Racing OBD1 to OBD0 to OBD1 wiring harness. I can by an OBD1 ECU if i need to. I also have a full harness for the OBD2. Also the transmission has ATTS, does that effect ECU selection?

You'll need an OBD2 ECU, with ATTS capability, but you're going to have a hell of a time getting the ATTS system to work. Not because of the electronics, but because of the axles and halfshaft.

As far as I know, you'll need to get custom axles to fit the ATTS tranny and halfshaft.

I would say get a non ATTS tranny, go obd1 and switch out parts to make the engine obd1 (Injectors, distributor, etc.) This has been done before on 4th gen preludes, and I am in the first stages of prepping my h22a4 to be obd1 and dropping it into my 92 prelude
