is it possible for a 96 civic ex with a b16 in it and turbo to hit solid 12's on street tires and be a reliable daily driver?

It is all about good tuneing. Go mid-high compression (like 9.5ish:1), some nice forged internals, maybe a b17a crank, solid head, and a decent amount of boost would be pretty helpful. Also, hoosier street slicks are street tires by scca rules :P
