very much not worth it
The 1998 and 1999 models featured a 2.3 L (F23A1) with 150 hp
this would be the same as doing an F22 or H22/H23 swap into your car.
You need mounts, shifts cables, etc.
go to hasport.com and find the mount kit, then view the install instructions
that should give you a rough idea of how much of a waste of time its going to be for 30hp over a sohc vtec, and a heavy ass motor to boot

while i agree that an F series can definitely be built up nicely
i disagree that its the best bang for the buck
especially for someone that needs to ask if the swap can even be done

Yeah its a challenging swap, but im been looking into a F build for a while now.Ive been wanting to try this setup out.

F23 block (86.00 bore)
F23 crankshaft
F23 pistons
F23 rods
F22 head (milled 0.030)
3 layer OEM head gasket
H23 ARP studs
H23 intake manifold
B16 throttle body
H23 manual transmission

9.90:1 compression ratio W/ 2253.8 cc dis
0.000 piston-to-deck height
1.45:1 Rod / stroke ratio

0.040 shaved on head will yeild a 10.11:1 compression ratio

Have you considered using the F-series block, but with an H22 VTEC Head?

Man its really on you, we the forum wont have to drive your car. I would go for it honestly. Loose the F23 head, replace it with a F22a6 head, H23 intake manifold, H series transmission or get a few parts from Bisi and do a F/D swap. F22a6 in a civic..

They do have quite a bit more torque though. Still, I think I'm going to have to agree on this swap not being worth it. If you're going to do an H/F swap into a Civic, then make it the H22...

I was thinking about this very same swap when I signed up for this site, it wasn't worth the cost then and it's not worth the cost now. For the same difficulty and price you could go with an H22 and end up with 200ish-hp.
