anyone know if a 96 civic cx subframe will bolt up to a 00 ex , or will the manual rack work in my subframe?

It should... not 100% sure though. I've never tried. I know that the front subframes between the EG and EK can be swapped without too much work, so you might have a good chance trying it out. Just look at how they both mount up.
