You can't run an obd1/2 gsr ecu on an OBD0 engine (ie: obd0 distributor, etc), and I doubt you'll have much luck finding an obd1 distributor that will fit on a ZC. Let alone the maps are completely wrong for the ZC
It is probably the fast idle valve. It will have a little metal plate on it with two screws. Remove the plate and you will see a little plunger looking thing. Tighten it all the way clockwise and reinstall the plate. Problem solved. Best of luck!

(this is coming from someone who has done countless swaps so consider this rather unbiased) I'd recommend you turbo the D series. A D series on 7-8 lbs of boost will leave a stock or lightly modified B16 in the dust. Also, when you buy an engine and have to get the rest of the swap...
If you are on a budget, you can get some pretty cheap Autozone axles that have a lifetime warranty. You can pretty much plan on them going out eventually, but you can just take them in and switch them out ;)
You should just use the 99 si engine harness on the d16y7 and modify it to fit. I always recommend using the 99-00 harness in 99-00 cars only, 96-98 in use 96-98.
If you want to use a 96-98 engine harness in a 99-00 chassis, you will have to convert to the 96-98 cabin/dash harness as well. -...

Check on the driver's side of the engine compartment for a 2 pin connector with a rubber cap on it. If i remember correctly it is a Yellow cap. Put a jumper wire in there and see if the check engine light flashes...
