so i got scammed on an ecu. bogus. that kicks me in the knees.

I would stick with the Si ECU then and not attempt a GSR, as you do not want to have any problems with emissions.

yeah. i'm going to need a Si ecu from like a 99 or 00? what would happen if i put a gsr ecu, some kinda dohc vtec computer in the car? what are my options. as long as i'm in the OBDII regs. those are the maryland emission rules.
