high idle until I "blip" the throttle

so everything is going ok except when I push in the clutch while driving, it idles about 1800 to 2200. then I "Blip" the throttle, all is well. (~800 rpm)
Throttle cable isnt sticking as the TPS voltage shows it is at "closed" position for the Throttle. Happens warm or cold. it doesnt hunt, it stays right at the given RPM until I blip the throttle. i.e. if it idles at 1934, it stays at 1943 until I blip the throttle. it is not really intermittent as I would say it happens 90% of the time.

Engine JDM B16 ODB0 with ODB1 Dizzy and ECU with Crome.

Checked for Vacuum leak. cant find one (but now my upper part of my engine is real clean from the spray!) I am learning the the IACV seems like more of a PIA. I put a different one on from an issue with pulsing idle. but it is always possible that it could be bad as well.

Good news bad news. Good news is I am going back to vacuum leak. Bad news. Because now it is missing like crazy.:(

Btw what intake temps are you guys getting. With this being mid engine I am not sure if I am running too hot. I am sitting around 114.

114 doesn’t seem like anything compared to my VT. On a 90 degreee day it’s 120 cruising and way more than that in traffic.
 
Cleaned the newer (it was still used) IACV before i put it in. that was about 50 miles ago. but just had a thought.. I wonder if the rubber gasket has hardened. does anyone know the part number?

thanks for the feedback on the IAT. made that easy to rule out.

What about the Fast Idle Valve under the TB? Maybe a long shot b/c I believe FITV is more of a cold start assist. But they can be adjusted and cleaned. Maybe clean it and adjust the plunger location?
 
Adjusted it once, will recheck. I found the gaskets for the iacv and when they come in I will check it. I did see that I have a small coolant leak from the iacv but I dont think that would cause an issue. Fixing that at the same time. Checked cam timing and it is still on so no jumped teeth.
Odd part is it ran well the first 2 drives to work and back and started going bad on the third. And really bad by the time I got home. Drive is about 16 miles round trip.

ok, IAVC cleaned and gaskets replaced. actually found the hose coming across the plenum to the IACV actually was rubbing on the TB bell crank. might have been causing it. But bad news, I still have a miss/stumble once in Vtec. :( Wideband shows running 15ish during this time.
