Question s2000 vtec problem help!

my dads 2000 s2000 lags when it goes into vtec. uh i dont really know how to explain it but i guess you can say it kind of bogs/almost bucks. instead of a smooth ride through vtec, the vtec basically feels like it turns on and off. what do you think could be the problem? thanks

Maybe it is a bad vtec solenoid or bad ecu? Just a thought.
