TRY locking up the cams with something (or the proper tool) make sure you know which cam has to b a bit advanced if u did any motor work(pnp, cams)and change the oil...lol since your motor got so hot the water pump seized (welded)tight..

[ok guys i switched the dizzy today and replaced it with another dizzy from a d15b7(AND YES IT FITS ON A D16Y8 HEAD) AND EVERYTHING WORKS FINE the motor doesnt pull strong as it should so i am goin 2 triple check the timing and reset it!!!!!!! i will let you know hoe it works out
