I am looking for one non Vtec H23 cam gear , the 2 plastic pieces on the front of the head that cover the belts , and the valve cover , if cheap enough.

I also have a 1991 Civic si with pm6 Obd0 ecu as well as a 1991 integra GS with a PR4 OBD0 ecu . I have interchaned them to try them out and they are all OBD0.
Sounds like the IACV and idle adjustment.If the idle is too high , it shuts down , and then cycles up down.
Try unhooking it and see what happens to the idle . Adjust the idle with it disconnected (screw at the top of Throttle body ) to about 800 and then shut off motor and hook up IACV again...
Just for fun I put a h23a1 non vtec head/IM/ex on my wifes 90 accord f22a1 (already had motor with spun bearing) Car runs fine and I'm using the accord dizzy ( mounting plate) .

A slight difference in lobe size on a stock cam shouldn't mean it is diferent. two different size lobes could give the same specs , depending on the difference between the high and low points of the lobe in relation to the rocker.

Try putting some clay (plastercine) on top of your piston , put the head on ,with a couple of bolts , and then put belt back on and turn the motor over by hand a couple of times . (Mock up )
