no its not a fast idel it just goes up and down then it gets good

i have a 99 civic hatch with a jdm b16a2 swap and in the morning when i first start the car the car idels up and down like it wants to trun off but after like a minute its good then when i drive for a little while the idel a start doing it again can anyone tell me what could it be.
