Ok I did a little more research on this strange item and it seems it is a power steering speed sensor that lessens the amount of power steering assist you get at higher speeds. Makes sense to me now.

That is the cooler lines for the power steering fluid. The speed sensor doubles as a pump for the power steering cooler. That is what I have been told anyway.

You need to get the proper oil for the freon you are using and pour it into the compressor susction port. The amount is different in each case but it should tell you how much in the directions. You can buy the oil at AutoZone or most parts stores.
