all fuses are fine, my tach and all other gauges work perfectly should i be getting more than 4 volts to the sensor?

i picked up a 93 civic ex and am having problems with them they are the halo two peice projector headlights my highbeams dont work at all, checked fuses, and the wiring looks correct but i dont have a diagram to follow im thinking the relays does anybody have a diagram for these...

i know civics dont come with 3.0's but accord's do, an 01 accord comes stock with these engines im not sure of the code, like i said, im new to honda so this swap might be kinda expensive eh?
