i actually tried to put b 17 rods in a b18 block for less compresson and the crank actually hit the pistons

I happen to disagree becaust the bore is the same on b 16 b18 and b18 but they all have diff displacements. the stroke and rod size and dech height do increase the stroke has to do with it just like if you just add a bigger crank to a 302 you get a 310. but now a b17 rods wont fit in a b18...
