    I believe it is actually the aluminum -which is what the wheel is made of- polished and then clear coated... (zinc chromate mate, primer (outboard primer the same thing(marine store)))

    another side note... you should prime aluminum with Zinc Chromate, which you can find as "outboard primer" for painting boat outboard motors. this keeps your valve cover from corroding. just fyi for a perfect aluminum paint job :)

    pictures will be coming... i took the top off the carburetors, and was able to inspect the needles and jets. everything looks immaculate. i'm starting to think that maybe the jets are pumping too much fuel when i first step on the pedal, and at low rpms the engine is simply being flooded...
