i have already cleaned the ivac and changed the sensor and no the cel is not on

ok i just swapped a jdm 1997 gsr (39,xxx) into my hatch but it is doing this weird idle when driving car and take it out of fear it will idle down then up 1500 rpm and stay there until the car comes to a stop then takes a second or two then drops to 800 rpm.... i have changed the tps... cleaned...
