Well first off a B18 LS Transmission is bolted to a D15B7? Really? I dont even know how that is possible because they are different series motors. Get a stock D series Transmission and a stock Non Vtec Engine Harness and you'll be good to go.

Check oil level, check alternator/battery for output. Check grounds, possible you have very weak spark, check plugs and wires a second time. how many miles? all stock?
The single cam head gasket is the easiest to do. as long as you know how to set the timing after reinstalling the head you should have no problem. If you dont know, use a Chiltons or Haynes Manual. Pretty simple let me know any specific questions.
Whats up dude, I work at Honda experiencing this engine surge on customers cars and my own multiple 92-95 Civic's with D15B's and D16Z6 engines. it for sure is the Idle Air Control Valve or IAC Valve. New from Honda its like 160.00 but if you can find a good used one at a junk yard go for it.
Inside the dizzy is the ignitor and coil. both replaceable parts, ignitor being a few dollars more than the coil though. other than that check your plugs and wires.
Check power at fuel pump with a test light, if no power at fuel pump go back to the relay.
If there is power at the pump then it possibly could be the pump itself.
