Check all your basic fluids such as oil and coolant and let us know what it's looking like.

Why do you want to advance your timing?

Check for a blown fuse in the fuse pannel under the dash. More than likely your issue.

And for the fuel line, i'm thinking you could find an aftermarket one online from companys like aem. This is an example i found.

I think you need the 6 rib alternator belt that's 36inch in length. Someone correct me if i'm wrong.

Check your oil level and make sure it's at the full mark on the dipstick. Lacking the right amount of oil will cause vtec to not engage due to there not being enough oil pressure. If you're near your car, this should only take a minute or two to check.

If your oil level is good and you're building enough oil pressure, it almost sounds to me like you're having ignition issues.

Also make sure you have enough oil in your engine. Maybe lacking oil pressure causing vtec to not work properly?

I would change out the transmission fluid. That's probably the cause of your problem. Rule out the smaller things before spending money on a rebuild that may not even be necessary.

Are you throwing a CEL? White smoke generally means burning oil. Does it smoke at idle and worsen when accelerating?

I think it'd be easier to pull the engine and transmision out together..
